第一，这本书对我国农村市场信息服务体系进行了全面系统的总结。这本书是第二版，增加了很多内容。实际上这3年来，中国农村信息化有了显著的进步，这个进步的很重要的原因不同于金农工程。金农工程只是对农业体系，而且国家项目批的钱比我们预期要少得多，金农工程主要是搞农业信息，而农村信息化发展特别快。这是什么原因呢？我当初做过分析，就是信息产业部、国务院信息办参与推进农村信息化，使很多运营商、企业，还有各部委，都关心和支持农村信息化的工作。所以，我当时说了一句话，信息产业部参与推进农村信息化，使中国的农村信息化进入了一个新的发展阶段。因为过去我们一直在做农业信息化的工作，下的功夫比较大，而农村信息化比农业信息化范围更广一点，各个部委都为农村、三农服务，而且都建设了自己的相应体系，如农村的商业信息服务体系、医疗卫生信息服务体系、教育特别是远程教育系统建设，还有党建的、科技的信息服务体系，等等。　　农村的经济实际上和整个社会是一样的，它涉及到各个领域，这样对于农村信息化的总结是一个非常重要的成果。这几年出现了大量的案例，各个省都有各自的农村信息化的做法，有的叫模式，有的叫系统，都出了自己的方案，而且效果也大不一样，因为各省的做法不一样。前年我和方瑜还有另外几个信息化委员会的专家去评估宁夏的信息化模式，因为宁夏申报国务院成为第一个中国农村信息化试点省，当然，还要进一步考察宁夏模式的结果。但是，宁夏这个方案确实设计得很好，是低成本、高效率的。但还有其他省的模式，投入了大量的钱，做了很多年的建设，但是这些系统的建设并没有取得预期的成效，对此可能需要做一些系统的总结。《中国农村市场信息服务概论》一书是想在这方面做出一些系统的总结，我想可能在今后几年，特别是最近这三年，农村信息化的案例还是很丰富的。所以如果要对这本书予以进一步完善和充实的话，除了周宏仁主任讲的量化农村市场信息服务，我希望在案例分析上还可以进一步再做些工作。　　第二，对我国农村市场信息服务体系，进行了系统的探索。理论探索是比较难的，大家知道，真正说到信息化的理论，特别是农村信息化的理论，可以说是刚刚起步，也很难。什么是农村信息化的理论，我想应该是研究农村信息化变化的规律，我们能不能够找到和明确地探索出中国或者全球的农村信息化变动的规律，这一点是很难做的，我们为此做了很多年的工作。我是从事农业科学技术信息的，当时我下了很大功夫，建立了中国第一个农业信息管理博士学位点。但是，当时国务院学位办批复博士学位点有一个要求，就是要有在相关领域的理论和方法。几年来，我们培养了一批批博士生，出了一大批博士论文，出了一些学术专著。但是回过头来一看，我觉得我们在本学科领域的理论还是没有说明白。就是说对于农业科技信息的变化、运动规律，并没有提出很明确的定义。我们做了很多的创新，但这些创新也都是局部的，在整体上没有，所以还谈不上理论。但是我认为，《中国农村市场信息服务概论》这本书进行的探索，在理论和方法两个方面做得有理。一方面是理论创新。农村信息化的创新，实际上有3个类型，我归纳了一下，第一个是原始创新，作者在这方面做了工作，从大量的中国的农村信息化的实践，上升、总结、提升到理论层面，这是他一个创新的范畴；第二个，他运用了公共的信息化理论和国外的信息化理论，来分析中国的实践，这是引进创新，这也是一种创新，虽然与原始创新不一样，但也是做了不少的工作；第三个是集成创新，就是说把大量的理论、方法和实践能够共同包括的信息理论、各国的信息化发展的理论方法，进行集成。但是，这种集成创新的难度比较大，照理说最难的应该是原始创新，但是，我们原始创新的基础比较好，因为中国这几年花了大量的钱投入到农村信息化，有大量丰富的实践，有30多个省、有大专院校、科研机构、国家的信息化管理部门，上面还有国家信息化专家咨询委员会，其中有大量的实践工作可以进行研究创新。当然，集成创新，作者还可以继续做出努力。因为，在他一本书里，把3个方面的创新都做到，这本来就很难了。另一方面，在理论创新的时候一定要注意方法，因为理论离不开方法，过去我们研究农村信息化的方法，多讲技术支撑方面的方法，强调农村信息化的网络技术、数字技术、数据库系统的技术，等等。而它真正的系统管理不是指行政管理，它本身既然是一个系统，它既有技术支撑，又有系统本身的管理。那么在这个方面，要用边缘科学、管理科学的一些理论和方法，来借鉴分析农村信息化实践；在这个基础上再提高，可能能概括出一些理论来。
