浅析我国环境保护的形势及对策 【摘要】我国的环境保护工作虽然取得积极进展，但环境形势依然十分严峻，环境管理严重滞后，与环境保护任务要求不相适应，为全面落实科学发展观，必须把环境保护摆在更加重要的战略位置。当前环境保护要切实解决好防治水污染、大气污染、土壤污染、核与放射污染，以及促进人与自然和谐等突出问题。加强环境保护必须采取有力的对策措施：健全环境保护法规，加强执法力度；健全环境管理体制，完善环境监管制度；建立多元化环保投融资机制，增加环保资金投入；实行有利于环保经济政策，加快污染治理市场化进程；推动环境科学进步，加强环保队伍建设；落实环境保持责任制，强化环境保护成果效应。 【关键词】环境保护 战略位置 环境污染 生态破坏 污染治理 生态保护 环境、资源、健康被国际社会认为是可持续发展中最值得关注的问题，环境保护是与每个人都息息相关的。党的十六届五中全会通过的“十一五”规划《建议》提出：“加大环境保护力度”，“切实保护好自然生态”。这是“十一五”时期我国加强生态环境保护工作的根本要求和指导方针。我们必须认真贯彻执行，为我国防治污染、保护生态、实现环境根本好转做出贡献。 一、做好环境保护工作势在必行 （一）环境形势依然十分严峻 “十五”环境保护计划指标没有全部实现，二氧化硫排放量比2000年增加了8%，化学需氧量仅减少1%，未完成削减10%的控制目标。淮河、海河、辽河、太湖、巢湖、滇池（以下简称“三河三湖”）等重点流域和区域的治理任务只完成计划目标的60%左右。主要污染物排放量远远超过环境容量，环境污染严重。全国26%的地表水国控（国家重点监控）断面劣于水环境V类标准，62%的断面达不到III类标准；流经城市90%的河段受到不同程度污染，75%的湖泊出现富营养化；30%的重点城市饮用水源地水质达不到III类标准；近岸海域环境质量不容乐观；46%的设区城市空气质量达不到二级标准，一些大中城市灰霾天数有所增加，酸雨污染程度没有减轻。全国水力侵蚀面积161万平方公里，沙化土地174万平方公里，90%以上的天然草原退化；许多河流的水生态功能严重失调；生物多样性减少，外来物种入侵造成的经济损失严重；一些重要的生态功能区生态功能退化。农村环境问题突出，土壤污染日趋严重。危险废物、汽车尾气、持久性有机污染物等污染持续增加。应对气候变化形势严峻，任务艰巨。发达国家上百年工业化过程中分阶段出现的环境问题，在我国已经集中显现。我国已进入污染事故多发期和矛盾凸显期。 （二）当前我国环境管理工作严重滞后 环境形势严峻，保护环境紧迫又重要，但目前我国环境保护的法规、制度、工作与任务要求不相适应。一些地方对环境保护认识不到位，重GDP增长，轻环境保护；环境保护法制不够健全，环境立法未能完全适应形势需要，有法不依、执法不严现象较为突出；环境保护机制不完善，投入不足，历史欠账多，污染治理进程缓慢，市场化程度偏低；环境管理体制未完全理顺，环境管理效率有待提高；监督能力薄弱，国家环境监测、信息、科技、宣教和综合评估能力不足，部分领导干部环境保护意识和公众参与水平有待增强。 （三）加强环境保护具有重要意义 发达国家上百年工业化过程中分阶段出现的环境问题，在我国近20年来集中出现，呈现结构型、复合型、压缩型的特点。环境污染和生态破坏造成了巨大经济损失，危害群众健康，影响社会稳定和环境安全。未来15年我国人口将继续增加，经济总量将再翻两番，资源、能源消耗持续增长，环境保护面临的压力越来越大。因此，必须把环境保护摆上更加重要的战略位置。加强环境保护是落实科学发展观的重要举措，是全面建设小康社会的内在要求，是坚持执政为民、提高执政能力的实际行动，是构建社会主义和谐社会的有力保障。加强环境保护，有利于促进经济结构调整和增长方式转变，实现更快更好地发展；有利于带动环保和相关产业的发展，培育新的经济增长点和增加就业；有利于提高全社会的环境意识和道德素质，促进社会主义精神文明建设；有利于保障人民群众身体健康，提高生活质量和延长人均寿命；有利于维护中华民族的长远利益，为子孙后代留下良好的生存和发展空间。因此，必须用科学发展观统领环境保护工作，痛下决心解决环境问题。 二、当前必须切实解决突出的环境问题 （一）以饮水安全和重点流域治理为重点，加强水污染防治 一是要科学划定和调整饮用水水源保护区，切实加强饮用水水源保护，建设好城市备用水源，解决好农村饮水安全问题。二是要坚决取缔水源保护区内的直接排污口，严防养殖业污染水源，禁止有毒有害物质进入饮用水水源保护区，强化水污染事故的预防和应急处理，确保群众饮水安全。三是要尽快改善重点流域、重点区域的环境质量，加大“三河三湖”（淮河、海河、辽河、太湖、滇池、巢湖）、三峡库区、长江上游黄河中上游和南水北调水源地及沿线等水污染防治力度。四是要把渤海等重点海域和河口地区作为重点，加强海洋环保工作。五是要严禁直接向江河湖海排放超标的工业污水。 （二）以降低二氧化硫排放总量为重点，推进大气污染防治 一是要加快原煤洗选步伐，降低商品煤含硫量。二是要加强煤电厂二氧化硫治理，新（扩）建燃煤电厂除燃用特低硫煤的坑口电厂外，必须同步建设脱硫设施或者采取其他降低二氧化硫排放量的措施。三是要在大中城市及其近郊，严格控制新（扩）建除热电联产外的燃煤电厂，禁止新（扩）建钢铁、冶炼等高耗能企业。四是要根据环境状况，确定不同地区的脱硫目标，制订并实施酸雨和二氧化硫污染防治规划。五是要制订燃煤电厂氮氧化物治理规划，加大烟尘、粉尘治理力度，采取节能措施，提高能源利用效率。六是要大力发展风能、太阳能、地热、生物质能等能源，积极发展核电，有序开发水能，提高清洁能源比重，减少大气污染物排放。 （三）以防治污染为重点，加强城乡环境保护 一是要加强环保基础设施建设，提高污水处理率和垃圾无害化处理率。二是要在建设中注重保护自然和生态条件，尽可能保留天然林草、河湖水系、滩涂湿地、自然地貌及野生动植物等自然遗产，努力维护地区的生态平衡。三是要开展全国土壤污染状况调查和超标耕地综合治理，污染严重且难以修复的耕地应依法调整。四是要合理使用农药、化肥，防治农用薄膜对耕地的污染。五是要积极发展节水农业与生态农业，加大规模化养殖业污染治理力度。六是要推进农村改水、改厕工作，搞好作物秸秆等资源化利用，积极发展农村沼气，妥善处理生活垃圾和污水，创建环境优美乡镇、文明生态村。 （四）以促进人与自然和谐为重点，强化生态保护 一是要坚持生态保护与治理并重，重点控制不合理的资源开发活动。二是要优先保护天然植被，坚持因地制宜，重视自然恢复，继续实施天然林保护、天然草原植被恢复、退耕还林、退牧还草、退田还湖、防沙治沙、水土保持和防治石漠化等治理工程，严格控制土地退化和草原沙化。三是要使经济社会发展与水资源条件相适应，统筹生活、生产和生态用水，建设节约型社会。四是要加强生态功能保护区和自然保护区的建设与管理，加强矿产资源和旅游开发的环境监管。五是要做好红树林、滨海湿地、珊瑚礁、海岛等海洋、海岸带典型生态系统的保护工作。 （五）以核设施和放射源监管为重点，确保核辐射环境安全 一是要全面加强核安全与辐射环境管理，国家对核设施的环境保护实行统一监管。二是要科学制订核电发展规划，核电建设要充分考虑核安全、环境安全和废物处理处置等问题。三是要加强在建和在役核设施的安全监管，加快核设施退役和放射性废物处理处置步伐。四是要加强电磁辐射和伴生放射性矿产资源开发的环境监督管理，健全放射源安全监管体系。 剩余内容参考 -html希望采纳
