据8月11日报道，近日从日本文部科学省的科学技术与学术政策研究所的调查中获悉，2013年～2015年间，日本的科学技术类论文发表数较10年前减少6%，国家排名从第二名跌至第四名。同期论文数量增至四倍多的中国升至第二名，德国也赶超了日本。据8月10日报道，排名前十的国家中，仅日本的论文数量出现减少。该研究所分析认为，低迷的主要原因是作为论文出版主力的大学变得难以确保研究经费。调查对比了日本、欧美等主要国家的大学及研究机构在2003年～2005年以及2013年～2015年的年均论文发表数。日本在2003年～2005年发表论文约8万篇，而到了2013年～2015年则减少6%至约4万篇。中国则从约2万篇增至约22万篇，德国也增至2倍。第一名还是美国。印度和韩国的论文数则增至2～5倍。对广被引用等受关注度高的论文进行比较后发现，美国保持第一，日本自第四名降至第九名，中国自第六名上升至第二名。关于大学和企业的研究人员数量，2016年日本约有66万人，位列中国和美国之后，排名第三。2015年研究经费约9万亿日元（约合人民币1万亿元），仅次于美国和中国，保持高水平，但其中约七成是致力于应用研究的企业的费用，以基础研究为中心的大学仅占两成左右。该研究所认为，除大学投入在产学合作等方面的时间增加外，医学系教员还要从事医疗现场的工作，“未能保证足够的研究时间也是背景原因之一”。
